West York Borough submits an Annual Report to the Pennsylvania Department of Environmental Protection to document implementation of its Stormwater Management Program (SWMP) in accordance with the conditions of the Authorization to Discharge under its NPDES General Permit for Discharges of Stormwater from Small MS4s (PAG-13). The goal of the MS4 program is to reduce the discharge of pollutants in order to protect water quality. The Borough will continue to implement requirements of the MS4 program to protect water resources in the community. Among other things, the Township:
2. The latest version of the West York Borough Annual MS4 Report is available for review in the Borough Office. This document can also be accessed online. It can be found below in the links section of this page.
Distributes public education material to the residents and other applicable groups. This includes articles in the Borough newsletters and brochures included with building and zoning permits.
3. Conducts a public education meeting on the MS4 program and the Borough’s implementation efforts at least one time each year.
4. Inspects a minimum of 50% of the Borough’s permitted storm water outfalls annually for illicit discharges.
5. The Borough has adopted and enforces a Stormwater Management Ordinance in accordance with the York County’s Integrated Water Resources Plan model stormwater management ordinance. Engineering review and approval of storm water management plans are required prior to the approval of all new developments.
6. Enforces Borough ordinances by reviewing erosion and sediment control plans. The Borough also has an executed Memorandum of Understanding with the York County Conservation District for review and enforcement of erosion and sediment control measures.

Remember that anything that goes into a storm sewer eventually drains to a stream:
1. Monitor storm sewer inlets near your property. Nothing should be dumped into the storm sewer system. Call the Storm Water Hotline at 717-542-7591 Monday through Friday, 8:00 AM – 4:30 PM or contact the Police Department 911 immediately if you witness illegal dumping
2. Clean up after your pets and dispose of their waste properly.
3. Use fertilizers properly and efficiently to prevent excess runoff during a rainstorm. From your lawn those fertilizers travel through the storm sewer, into the local streams, eventually into the Susquehanna River and directly into the Chesapeake Bay. In the Bay those fertilizers promote algae growth; depleting oxygen, and killing fish, crabs, and other aquatic life.
4. Properly store chemicals and other materials that could contaminate water supply.
5. Never change your vehicle’s oil or other fluids near the storm sewer inlets. Report any chemical spills to the Borough immediately.
